The employer will not entertain flextime; as configured, the TTC carriages heading east are full. Asked, I suggested they buy an ebike for their South Kingway to Bay and Adelaide commute, as learning to drive was rejected.

Slightly different in Canada - a private citizen can 'lay an information' with police. The police are required to investigate and respond.
