You can still find it in mail/mailx, and vi/ed, for example: type :!ls from vi to list your files, or type "!more saved.txt" from mailx to view a file. Pretty sure this is what inspired the "!!" incantation. One thing that looked like magic to me on modern bash, was the Ctrl-R keystroke: it puts you in a reverse-search mode. Type part of any command in your history to bring back that command in readline/edit mode. Ctrl-R again for the next hit.
