There seems to be a worldview that Facebook and X are just part of the universal infrastructure of the internet now. That you need to use them, as a politician, or when you’re asking people to communicate with your radio show, or when you’re advertising your clickbait news articles.

The idea of national licensing of global social media platforms is an outdated form of regulation which might occur to someone who was quite old and had only used corporate social media platforms like Twitter and Facebook.
Meta is already highly regulated, with registration and reporting requirements under the EU DSA etc, due to its massive user base. It would not be a big deal for it to also register with Ofcom.
Again, this would be regulation that benefits tech giants and creates monopolies.

Obviously, the main problem with this is that it makes running any user-to-user service an offence until it is licensed. Two years in prison for running a mastodon instance (anywhere in the world!), you hardened criminals.

The duties it seeks to impose on social media platforms overlap to a huge extent with what already applies, with masses of guidance, to user-to-user services under the already-very-broad Online Safety Act.
Although it does apparently also seek to ensure that no social media user can ever be anonymous.
