The consultation on BCC’s 20mph proposals is now live.
These are only proposals at this stage, and local public support will be the critical factor that informs which proposals move forward, especially on the arterial routes that are likely to receive some opposition but are key cycling corridors.

If you look up about "Twyford Down", "Newbury Bypass", "Solsbury Hill" and the M74 protests that is the era and protests I was thinking about.
There was also a successful Heathrow protest camp to prevent the building of an additional runway.
In France, the ZAD (https://en.wikipedia.org/wiki/Zone_to_Defend) successfully prevented a whole airport from being built. It was a collaboration between local farmers etc and activists.

The anti-roads movement of the 1990s in the UK might provide some inspiration on direct action tactics.
If a group of you want to stop the datacentre, then a campaign of awareness raising and direct action is probably your best chance.

As governments are generally more interested in appeasing big business than listening to their constituents, I wouldn't waste time trying to sway them. Ask them to do the right thing though, if only to show everyone that you tried that already.
Unfortunately, most effective direct action tactics are seen as criminal behaviour, and treated as such by the authorities.
