"I was scared" is an admission that a) this person likely does not have the courage or toughness to do the job and b) cop training failed to weed this person out.
Not everyone is cut out to be a good cop.
Not everyone is cut out to be an ER doctor. If a doctor puked every time he saw blood, he'd obviously in the wrong line of work.
No one wants to hear it, but the only solution is to treat cops like doctors - require that they maintain personal liability insurance, and let victims sue them into bankruptcy. This also means that cop pay will need to be increased to cover the premiums, but that's not a bad thing with a fixed municipal budget - higher costs mean fewer cops.
Bad cops, who get lots of claims will pay higher premiums, take home less money, and might decide that auto sales is a better use of their time. That's a good thing. Their bad record follows them everywhere, just like bad driving - so no more moving one city.
Once there's real money at stake, cop departments will find ways to use people without insurance for routine calls - people without guns. Save the expensive cops who might kill people for the important stuff. Like using medics and nurses instead of surgeons when possible.
Insurance companies will insist on police procedures that reduce risk - like they did for building codes and electrical codes. So bad cop departments will have higher premium rates, poorer cops, and incentive to change.
I know this is complicated, expensive, and elaborate. But we've tried and failed with every goddamn way to unfuck cops except the way that turned barbers with knives into surgeons - professional liability.
