A thought: messenger pigeons basically return where they come from, right? "Homing" because they go home?
So if you want to regularly send messages between two sites, you need to regularly (through the slow path) exchange caged birds.
Which means you would never really see IPoAC links on their own: it would always a bonded IPoAC+sneakernet pair.

@shoofle last Halloween I played a level 20 D&D character for a one-shot; blade bard 14, blade warlock 6. Two weapon attacks and four Eldritch Blasts per turn, no resources expended, all CHA to hit and +CHA damage.
I kept looking at my spells and saying "there is not a way for me to do something better than my base attack is there?"
