Addidionally, i would've located this device next to the weir/valves (except if the reservoir is of a size where you may need to measure on multiple sides). As to how, i'd guess they'd use a bubbler (http://freefall.purrsia.com/ff4400/fc04314.htm has a nice explanation). Maybe they just log level/temp/quality/what-ever for scientifical reasons w/o real time transmitting
