unless the woman are local notables. then it was arranaged ahead of time ( ie the fire depts in the county were asked ahead of time at our local rodeo to put a tram of firemen together to compete against each other in firefighting related events during performance of local rodeo.
i will say it is clever. "can you stand here for a photo?"

she blinks and took 3 seconds to process my response. then does an EXTRA Scrutiny of my id, asks me to take sunglasses off (ok i wear sunglasses all the time from eye drs recommendation so i forget i have them on)
