Some of the rail lines (all of them?) in town are dated by the year of production. In our case, 1908.
I'd calculated one high speed rail line just paralleling the Trans Canada Hwy main route at 7,476 km (4,645 mi) roughly $1,021,900,000,000 CDN. Not including going through mountains ($300million a mile more), muskeg (see mountains), buying trains and buildings, hiring personnel, etc.
So, it ain't gonna happen here.
Production costs based on the current California costs of them building a HSR line. Going through California mountain range is costing them about $500,000,000 USD a mile. Costs of course are increasing every year...and thanks to the tariffs I'd hate to guess what they're paying for that line now.
