The article "‘Irresponsible failure’: Google, Meta, Snap and Microsoft slam EU" (https://www.theguardian.com/technology/2026/apr/09/google-meta-snap-microsoft-eu-child-sexual-abuse) presents a complex issue in a very one-sided way and leaves out the many legitimate concerns from civil society. Please clarify if you can: What's the behavior if someone is in my contact list and also on Signal, but we have never chatted before. Does my Signal then preload the media? What about if they are in my contacts but I blocked them in signal?
