It really illustrates his attitude, and also how he kind of grits his teeth in a desperate attempt not to let rising in society change him

latter-stage Discworld Watch and Moist novels are weird because you basically see Lord Vetinari's weird future vision starting to come together. a system based entirely on powerful people bickering amongst themselves so they will never be able to challenge Vetinari himself. There's an implied goal where Vetinari croaks of old age and the guilds and rich men just continue bickering as normal, like he never left. A city that runs itself. It's like some sort of machiavellian neoliberal concept but without the explicit mention of money or markets.
