I was thinking about using Tor to tunnel things through, but at a certain point in the relay it will require somebody to put a server with an authorized, identifiable system as an exit point, and the legal implications of this would make the relay owner criminally liable. The option B is to use Tor, I2P, et cetera as hidden networks, and mirror packages manually between authorized and unauthorized devices (for as long as mandatory DRM for external storage devices doesn't kick in).

Google follows a predictable pattern whenever there is a legal conflict between maps: appease each country's legal claims when browsed from within each country, then show as a territory in dispute when browsed from anywhere else. They already do so with Crimea (Ukrainian for Ukraine, Russian for Russia, disputed elsewhere), the Gulf of Mexico/America (America from the US, Mexico from Mexico, both for the rest of the world), and now the Lake Ontario/America (same as above).
As somebody who tried learning German (with Duolingo, which sadly is barely helpful) and still can't read half the trending posts on Mastodon: same Elena, same.

To the projects that just started or are about to begin, the obvious answer would be "drop Ruby like a hot coal". This project is specifically for those that are too invested on the environment already to do a full rewrite - and even then, to be honest, it'd still be a good idea to start investing part of the resources in moving away regardless.
