I think my approach has been mostly...
1. Be in a talkative mood
2. Babble randomly about topic-adjacent things for a minute or two. If they don't engage, move on. If they do, maybe I've found someone compatible with ADHD-style communication, yay!
3. Talk with them more. If it's still going smoothly after a while (roughly an hour?), repeat another day. Eventually, maybe give them my contact info or invite them to a thing. Or if any red flags or weird feelings come up, just move on.
I haven't actually had the spoons for it in a long time, but when I was younger I was great at just randomly making friends with people.
