@billyjoebowers@mastodon.online I thhink it is worthwhile to distinguish between evil and incompetence, although of course there are concepts that blur the distinction, such as negligence. The management of large organizations is never 100% competent. They allow things to happen that are bad for the organization. This usually happens because the goals of the organization don't propagate through the incentive structure. So you end up with low-level people responding to incentives that are misaligned with the higher-level goals of the organization. Sometimes the low-level people are unaware that their actions are misaligned. Other times they are aware but don't care, basically thinking that they are gaming the system. Other times, the low-level people become demoralized because they eventually become aware that their work is counterproductive, and most people do want to feel useful, helpful, etc. The misguided rewards that they are receiving is often not sufficient. Among other things, praise coming from fools is not counted the same as praise from people we respect.
