Spinning, knitting, crocheting, weaving - give me fiber or yarn and I'll get creative. I learned to knit and crochet as a child, started spinning about 2005 and 2021 the weaving bug bit me.

I'd probably try to tighten the neck line first and see if I can get that part to a point I like.
If not - the frog pond it is.
Yes, you'll hate reknitting the tedious part. But finishing a sweater you already know you will probably not wear is even more tedious.

Metal.
Wooden needles break and bamboo bends, especially the smaller sizes. I'm a tight knitter with a rather solid grip on the needles.
4 mm and up wood is kind of ok. For DPNs maybe even better because metal can get really heavy

Controlled shrinking is a gamble.
Do you still have a gauge swatch? You could do a test run with that.
Or another idea:
Rib back to the part where you separate for the sleeves or maybe a few rows of the yoke to the point where you have the width you want and then work down from there.
The deep v neck can be tightened a bit with the neckband - pick up sts as suggested and then decrease some during the first round.
