Do you think this bias could have anything to do with the reward structure in academia?

I am new to Washington and to Bellingham. I did watch the antics last fall where the state raised excise taxes etc on everything they could to balance the state budget. Not a good show for managing their budget.
Receintly I have read that the state budget has more than doubled in the past 10 years.
Can you explain why the dramatic increase in spending? If needed, why wasn't budgeted instead on turning this into a crisis?

We have been automating human work forever. Whether it's a horse and plow for farming or computer diagnostics for medicine.
It isn't about respect. For humans it's about being adaptable in an ever changing world.
