In the 1970s & 1980s the Conference on Security and Cooperation in Europe (#CSCE) in Europe did hugely effective work on reducing tension and building co-operation between #NATO and the #WarsawPact. It's successor the #OSCE should have been the bedrock of European security after the Cold War. But instead, NATO fought hard to endure that military confrontation won.
