His actions make no sense even in terms of rational self-interest. It’s all just random impulses, fleeting grudges, synaptic burps, based on who spoke to him last, what he saw on TV or what he had for breakfast, for all I know.

It's about how Canada shouldn't even try to appease him, because it doesn't matter - no matter what concessions we make, he's gonna do whatever he wants. And I've been saying that since he got back into the office and eliminated all the adults in the room that kept his first administration within spitting distance of normality.
