Belief, persuading others to support, and implementing an action are three different things.
My belief about something is my own reasoning. For example, "age verification laws are bad because age restriction is bad, which is because age restriction is discrimination. Therefore, I must stop age verification laws."
Persuading others to support me does not need to be related to my own reasoning. If I want to persuade others to support my fight against an age verification law, I need to appeal to *their* reasoning. I might say to them like "Age verification breaks your privacy, opens your data for stealing, so you should fight against it." But at the same time, I myself do NOT need to believe it. For example, even if age verification does not break anyone's privacy, I am still against it because it is used to implement a form of age restriction, which is discrimination, which is bad. I can use any way to make others believe that supporting me is a good thing to do. If someone believes that age verification laws are made up by extraplanetary powers to kill human beings and they hate extraplanetary powers, then appealing to the need to counter extraplanetary powers is a way to make them support me.
Implementing an action is the way to make a change happen. It does not even need to use reasoning. I can talk to a governmental official to persuade them implement a change, but holding a strike, a demonstration, burning up governmental agencies, etc. are also possible ways.
I often hear critics like "your reasoning does not hold because the ordinary public or those in power will not believe in you." That is because it is simply not intended for that purpose. If I am trying to persuade someone to support me, I will not use my reasoning, but rather use their reasoning.
