All communication needs to be performed via some sort of medium, ranging from runners to radio, all with their own delays and risks for interception. Troops may missinterpret or refuse commands, and they may start improvising in unanticipated situations. Of course elint exists and so troops may also need to go radio silent sometiment. And also everyone (player included) needs to sleep sometimes.
