How it works: servers compare a tiny digest of blocks alongside normal deliveries. If it doesn't match, the receiving server fetches the list and repairs its copy.
Privacy first: a block is only ever shared with the server hosting the blocked account, and only over a signed request. Nobody else can fetch it.
Removals are extra careful, because wrongly undoing a block is the failure that actually hurts people.
