@JimmyB We have done that before and found that yes you can get chillis quicker than going for a fresh sowing
I'd still go for some fresh sowing - you can get more varieties going that way
Our bigest problem with them is a lack of windowsill space to get them going at the same time as everything else

@laurenheywood Doesn't look like much to be worried about right now. The rest of the plant looks healthy in the photos.
Fresh growth is often red in roses because the green chlorophyll hasn't got going in the new leaves yet. Here's a photo from a rose in my garden that has similar red fresh growth
