Had the Emergency Alert system been upgraded to use cell broadcast (which the Federal Government has committed to), this would have resulted in all phones in the area receiving the message at the same time. This could have potentially caused a dangerous crowd crush. Fortunately, the way the system currently works would have resulted in phones in the area receiving the message over many minutes (maybe even as long as an hour), reducing this risk.
