I was supposed to be in Toronto next week for work but it was cancelled as they've cancelled all travel while they work through layoffs, etc.
Glad I didn't go -- my boss came down with COVID and was unable to move on Monday and could hardly talk today, but he's convinced he's assured everyone he'll be in the office next Monday.

@grammargirl@zirk.us also construction can affect traffic in ways that don't involve slowing down -- it can prohibit turns, for instance, which could speed up traffic in general but inconvenience certain users.
A phrase that doesn't imply good or bad can be helpful in these situations.
