Alt-Text Generation update + video support

Heya! Alt-text generation has been updated with new backing models (including a new experimental model that lies somewhere between Fast and High Quality in results).

More interestingly, there is now support for creating alt text for <60-second-long videos. This works the same as normal alt-text generation.

Result quality may vary, and you may need to edit the alt text more than usual due to the complexity of video, but it should provide a decent foundation to start working with.
Video alt text generation is limited to the Fast model and does not offer a model selector.

Tell me how you like it :blobfoxfloof:

I will apply patches as they come out. As long as that happens within the given release window, downtime will be minimal. If it occurs earlier, PlasmaTrap federation will cease until I get around to it, but the instance itself will remain online.

 Welcome back
The patchset being a 6-month long mess was an unexpected complication, but we now have the most important ones applied.
