Exactly. The Dutch model works really well for enabling cycling to and from stations without clogging trains with private bikes that crowd out other people or that otherwise make for an unpleasant experience.
It's:

Ride your personal bike and leave it at a secure bicycle parking at your local station.

Take the train.
-
Pick up an OV-fiets at your destination station.

Reverse the process for the return journey.
