The Commission recently finalised the EUR 180 million sovereign cloud procurement for the EU institutions. ☁️
Due to strong interest from public administrations and IT providers, we published further clarification on Cloud Sovereignty Framework – a key tool that we created to evaluate sovereignty of the offers.
With this framework, sovereignty stopped being an abstract policy discussion, and it became an operational requirement in public procurement.

𝐂𝐲𝐩𝐫𝐮𝐬, 𝐅𝐢𝐧𝐥𝐚𝐧𝐝, and 𝐋𝐢𝐭𝐡𝐮𝐚𝐧𝐢𝐚 have now published education evidence types in the 𝐎𝐧𝐜𝐞 𝐎𝐧𝐥𝐲 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐒𝐲𝐬𝐭𝐞𝐦. 🎓
Citizens need these evidences - diplomas, transcriptions or proof of enrolment - when they want to study in another EU country, apply for a study grant or apply for the recognition of their professional qualifications.
At a users’ specific request, these can be automatically exchanged between Member States.

Austria and Finland have successfully done two live transactions through the Once Only Technical System (OOTS) in healthcare and the recognition of professional qualifications.
The OOTS is the EU’s secure infrastructure for government-to-government data exchange across borders ensuring that EU citizens and businesses submit documents just once, without downloading from one authority and uploading to another.
Renovation of buildings is essential for energy and climate action. The Commission’s Joint Research Centre is building an open source Digital Building Stock Model (DBSM) – a detailed map of Europe's buildings.
Researchers are already using it to:
🔹 estimate rooftop solar potential
🔹 explore links between building conditions and socioeconomic vulnerability
🔹 estimate the risks of floods and other disasters.

If we want to encourage providers to offer sovereign digital solutions, we must make sovereignty a requirement in our procurement. 💶
The Commission awarded Sovereign Cloud call for tender through which the EU institutions, bodies, offices and agencies will be able to procure sovereign cloud services for up to EUR 180 million over a period of 6 years.
And the results are clear – sovereign European solutions exist.
Austria launched an online procedure for whoever wishes to work as qualified social care worker that is now connected to the OOTS.
Salzburg now allows for the automatic exchange of docs when applying for to work as a qualified social care worker!

The Once-Only Technical System connects the national population registers and public authorities of EU Member States, allowing them to directly exchange population evidences, such as birth or marriage certificates, or proofs of citizenship.
This saves users from needing to find, check, download and re-upload the same evidence to complete a procedure.

The Commission recently presented EU Inc. to members of the Single Digital Gateway coordination group.
EU Inc. is an optional, digital corporate framework to help companies start, operate & scale more easily.
Member States should prioritise the availability of business procedures by 30 September 2026.
The Once-Only Technical System (OOTS) allows citizens and businesses to submit information to public authorities only once.
With the user’s consent, this information can then be securely shared between authorities across borders.
It reduces costs and admin burden for citizens and businesses, but also for public authorities in the EU.
