@openstate Great series for Open Data Week! The gap between open data as a policy goal and actual usability for citizens/researchers is still huge. Discoverability and documentation quality are where a lot of value gets lost. Looking forward to the full essay.

A readiness framework could be genuinely useful if it distinguishes policy compliance from day-to-day research practice. Too many open-science scorecards measure what institutions can declare, not what research teams can actually sustain.
