Ah, Windows code pages. Not quite as much of a thing of the past as I'd thought.
The DVLA / Department for Transport make quite a lot of statistics available as CSV or OpenOffice/LibreOffice spreadsheet files.
The CSVs still use Windows-1252 to encode characters that aren't valid ASCII. So it looks like one vehicle model with an É, two with ° and 9 that have been entered with non-breaking spaces(?!)
