ForceResourcepacks 1.12.33 has been released with support for 1.21.11 pack versions as well as for configuring the new semantic versioned pack formats (not used yet by Mojang): https://www.spigotmc.org/resources/force-resourcepacks.10499/update?update=620359
Dev builds of the free plugin variants also have support for that now.

It has been zero days since we found a bug in the Minecraft server: https://github.com/PaperMC/Paper/pull/13395 (Noticed by a player on @Minebench@crafter.social and I found the cause for the issue. Mojang silently fixed it in 1.21.11 already though)
