It's dated 15 April and does a lot of what step 3 asks for: history back to Erdős 1935, discussion of potential applications, etc, also crediting the forum discussion, including @tao For broader field impact, we'll have to wait and see, the same as for a slowly written and developed paper with a human-generated proof.
