Seattle treats vacant positions differently when it's cops. Ghost cops (vacancies at SPD unfillable under any scenario) are treated like actually existing cops. Cutting them is "defunding." But it's fine to cut 100+ other vacant positions to fund 66 (also vacant) police FTEs.

The Mayor's office just announced that Chief Shon Barnes has formally resigned. Deputy Chief Andre Sayles, another outsider and one of Barnes' appointees, will take over as Interim chief for now. It's likely a stopgap measure until they can find someone to serve while the City searches for a new permanent chief.
