@kibcol1049@mstdn.social There is an alternative explanation available mathematically. It is possible that 99.8% of claims are ones where the claimant knows that it would never stand up to an appeal, so they don't bother filing the appeal.
The 0.2% who do appeal are the ones that believe they have a case.
I'm not saying that's true in any way, but this explanation would be consistent with the data points you provide in your post; the argument needs more support than just these numbers to be meaningful.
