I'll repost the 5-strikes moderation policy from our peers at the Newfoundland instance (https://nfld.me/about) It gives mods time and latitude to separate the real offenders from false positives while giving users an opportunity to appeal or change behaviour at every step. People are fallible and whenever reasonable, we should give them chances to change their behaviour.
