Congratulations to the creators, founding signatories & supporters of the #BarcelonaDeclaration The commitments acknowledge that open research information (metadata) about the conduct and communication of research is as fundamental to scholarship as basic academic research itself. This declaration and the resulting coalition of institutions & funders could drive real and systemic change, especially in relation to the evaluation of research and researchers research https://barcelona-declaration.org/

Opinions are my own
This only adds to the perversity of an evaluation system where citations & pubs are used as a proxy of quality. We all need to tackle this. Fortunately, NISO is taking practical steps to make retractions more dsicoverable via their CREC working group 3/3 https://www.niso.org/standards-committees/crec
(Note this thread has been copied from my twitter account)
but see also @Richvn analysis out yesterday - which makes this stark - where he quotes @gcabanac "Hindawi’s retracted papers might have been mostly sham articles, but they were still collectively cited more than 35,000 times" 2/3 https://www.nature.com/articles/d41586-023-03974-8
There are many damaging (and tragic) consequences of papermills but perhaps the most insidious is to the scholarly infrastucuture & all the platforms or downstream services that rely on publications, and citations. We point this out in this whitepaper 1/2
