Both. I have a BA in English. I have taken (and continue to take) classes, webinars, etc. I read books on writing. But it is in consciously applying all these lessons to actual writing where the magic happens. You can't just study, you must apply what you've learned.
I did start an MFA in creative writing, but it did not teach me what I wanted to know. So I stopped and looked elsewhere.
