Rulership will always do what it is in its nature to -
It will keep people needy and their security precarious, to keep them dependent on the systems (banks & corporations) of the rulership
It will offer the illusion of consent (via laws & courts) to pacify anyone who might otherwise challenge the rulership
It will let the ruled compete (in elections) over who governs, so they’ll forget that all politicians serve the rulership
It will grant privilege to a favoured group (race, class, gender, religion), to ensure they support and sustain the rulership
It will call its own existence natural, inevitable, or divinely ordained (nationalism) - whichever story best protects the rulership
It will slow, dilute or redirect any change (bureaucracy) that threatens the legitimacy of the rulership
It will absorb any dissent that could threaten it (co-optation), and reward the dissenters who instead prop up the rulership
It will frame its own removal as chaos (statism), and its continuation as the only safety offered by the rulership
It will create outside and internal 'enemies' demonise and distract, so you never notice how you're oppressed by the rulership
It will punish disobedience even where it harms no one, so long as the disobedience undermines the rulership
It will teach the ruled to police each other (patriotism), so it doesn't have to do all the policing itself
It will produce propaganda (news, fiction, schooling) to convince you that questioning it is naive, dangerous, or pointless, so you never consider any other way of living is possible than under the rulership
It will hold out the hope that all the suffering and lack of freedoms now will one day lead to a better world, or it will just try get you to accept this is as good as it gets
