The Library Loon (Gavia libraria) inhabits the North American library environment. Her name derives from her unmistakably weird and sometimes unsavory way of expressing herself. She is a large, solitary, and rather unfortunately pugnacious creature, alert to her surroundings, quite shy of online environments as well as many professional ones.

Every single paper with a fake citation should be redacted and the authors barred from the publication.
Authors with more than one article in the set should be fired.
Zero tolerance. It is the only way to be sure.

The Loon would add to @beet_keeper@digipres.club's excellent takedown that no one else in the Serpentine will understand, and few if any value, what the person in this job does. That will make the policy parts of this job flatly impossible, everything else merely absurdly difficult.
Vietnam is doing it. Pray what is everyone else's excuse?
Classic hybrid job. Completely senseless combination of distinct types of work.
This is probably not news, but nonetheless: a suspiciously low salary for the demanded knowledge, skills, and experience is a strong sign that the employer does not value the work.
