Today, we designated ChatGPT as a Very Large Online Search Engine and Reddit and Roblox as Very Large Online Platforms under the DSA.

These services indicated that they reach at least 45 million average monthly users in the EU and thus meet the threshold for designation.

ChatGPT, Reddit and Roblox, will now be held to a higher standard of scrutiny and accountability in the EU, in line with their large impact on our citizens and society.

How can we make the online world safer for young people? Tomorrow, me and Commissioner Glenn Micallef will hear from young people and content creators at our Youth Policy Dialogue. We’ll discuss cyberbullying, age verification and platforms’ responsibility to protect young people’s mental health, well-being and safety online. Young people’s voices must help shape the policies that affect them. More info: https://youth.europa.eu/events/youth-policy-dialogue-protecting-young-people-online_en

Today, we fined AliExpress €550M for breaching its obligations under the DSA to diligently assess and mitigate risks relating to the sale of illegal, unsafe or counterfeit products on its e-commerce platform. Scale is not an excuse; risks must be identified and addressed systematically to ensure consumers can safely shop online. Today, we are holding AliExpress to this standard and request it to take action. https://link.europa.eu/7qbWHK

Walking through Gamescom, you can really feel the importance and strength of Europe’s gaming industry.

Europe is at the forefront of this sector, with 199 million players and 8,700 game developer studios. But its impact goes much further.

Video games inspire innovation in other sectors, while also drawing on technologies and ideas developed elsewhere.

Happy to be at Gamescom in Cologne and meet the people shaping the future of this industry.

We took two decisions finding non-compliance by Google with the DMA for self-preferencing its own services on Google Search, and for putting in place restrictions on businesses to direct consumers to alternative, often cheaper, purchase channels on Google Play. In this regard, we issued Google a fine of €460 million and a fine of €430 million respectively. We will not hesitate to use our tools to safeguard business and innovation opportunities opened up by the DMA. https://link.europa.eu/vrNJTx

Almost every young person in Europe is online every day.

They all deserve to be safe online.

Too many still aren’t.

Today, together with Commissioner Glenn Micallef, we launch #NotOnOurFeed.

A campaign bringing together practical resources and tools to help children and young people stay safe online, and to show what we are doing across Europe with Safer Internet Centres to prevent cyberbullying, strengthen protection and make sure support is there when it is needed.

The Commission officially recommends EACEA to terminate the €2 million grant to the Venice Biennale.   This follows a thorough assessment of the replies from the Biennale to justify the re-opening of Russia’s pavillon. Culture in Europe - funded with taxpayers money - should promote and safeguard democratic values.   These values are not respected in today’s Russia.

The AI Gigafactories call is now open. Today, we launched a call for tenders to establish up to 7 AI Gigafactories across Europe, boosting Europe’s computing capacity and unlocking more than €30 billion in investment. I am pleased to see Member States, industry, and the Commission coming together to build these facilities, which are key to strengthening our technological sovereignty. This is a milestone for Europe in becoming an AI Continent. https://link.europa.eu/qGDhv3

Sunday marks the beginning of enforcement for the AI Act. The new transparency rules will also start to apply. Under the new rules, chatbots & other interactive AI systems will have to tell users they are dealing with AI, not a human. Deepfakes will have to be labelled. AI-generated or altered content will also have to carry machine-readable marks so it can be detected. We are taking an important step towards AI that people and businesses can understand and trust. https://link.europa.eu/dBPWGf

Earlier this week we met again with Meta and TikTok to advance our cooperation on the Ceuta situation.

Both platforms have ramped up enforcement against human smuggling and disinformation.

And these actions are supported by a reinforced regional and global fact-checking network.

Together, we continue to monitor developments closely to assess what further actions are needed.

Today, we convened a meeting of the DSA Board dedicated to the situation in Ceuta.

Spanish authorities had the opportunity to update all Member States on the situation overall. It was also a chance for all Member States to exchange and take stock of the Commission’s ongoing engagement with platforms, actions taken, further possible actions, as well as latest developments.

We are following closely the situation in Ceuta. As President von der Leyen said, dangerous crossings must stop immediately. Smuggling networks must be dismantled. And returns must be swift, in line with our rules. Protecting the Union’s external borders is a crucial part of our efforts to tackle irregular migration and prevent dangerous journeys. I am in close cooperation with Magnus Brunner and Dubravka Šuica, who are working closely with authorities & partners to help manage the situation.

We sent TikTok preliminary findings indicating that TikTok accounts of minors don't meet safety standards required under the DSA. On TikTok, minors can choose to set their accounts as “public”. Any user, including those without a TikTok account, may be able to view minors’ content. This setting also allows content published by older minors to be recommended to any other TikTok user through the For You feed. A high level of protection should not be an opt-in. https://ec.europa.eu/commission/presscorner/detail/en/ip_26_1679

Social media can connect, engage & inspire. But we cannot ignore its impact on young people. That’s why we’ve launched a €1.48M call for proposals to create & test safer, more inclusive social media platforms and features designed with young users in mind. This pilot project will involve young people from different countries and backgrounds in designing and developing new European social media platforms. 🔗 https://link.europa.eu/HNhp38 #SocialMediaDay

Together with President Von der Leyen, we presented the EU KIDS ACT. This changes the way services for minors are built, making them safe by design. The KIDS ACT is built on: ✅ Age limits for social media ✅ Safety by design, ✅ Privacy-preserving age verification ✅ Effective enforcement, building on existing DSA and AI Act structures An important step towards a safer online world for our children.

The guidelines to help providers and deployers of AI systems meet the EU AI Act’s transparency obligations have been published. Why are they important? The transparency obligations, which start to apply on 2 August, will help people recognise when they are interacting with AI or when content has been generated or altered by AI, reducing the risk of deception & manipulation. https://link.europa.eu/6HVFx3

The AI Omnibus entered into force across the EU. It delivers a targeted simplification of the AI rulebook while preserving strong safeguards for people’s safety and fundamental rights. It supports innovation and competitiveness by easing compliance for smaller businesses, extending timelines, expanding testing and experimentation opportunities, and providing greater legal clarity for companies developing and deploying AI in Europe. https://link.europa.eu/wqkwgr

Today we introduced AGILE, our €115 million, 100% EU-funded pilot programme. Its mission is taking cutting-edge defence tech from the lab to the battlefield at record speed.

To stay ahead in modern warfare, Europe must innovate faster. Yet our SMEs & startups, face too many barriers and current programmes take too much time. It’s time to fix that.

How?
✔ 100% funding for roughly 20–30 projects
✔ Claim expenses retroactively
✔ 4-month turnaround
✔ Open to companies in the EU, EFTA and Ukraine

Two years in, the first review confirms it.

The Digital Markets Act remains fit for purpose, opening up digital markets, creating new opportunities for businesses and developers, and giving users more control and choice.

The review also highlighted further untapped potential for change, and we will continue to work to ensure its strong enforcement to open up more opportunities in the EU digital markets.

Keeping kids safe online is a top priority.

Today, the Commission has preliminarily found porn platforms Pornhub, Stripchat, XNXX, and XVideos in breach of the Digital Services Act for allowing minors to access adult content.

We’ve also launched investigation into Snapchat under doubts that the platform has failed to adequately protect minors from harmful content, grooming, and illegal products like drugs and vapes. We also suspect that they have failed to verify users age sufficiently.
