The effect was made in Ibis Paint. It starts with Gaussian Blur (6x), followed by grayscale noise (15% strength, 100% amount), lens blur (radius 6x, brightness 75%, direction 0%), more grayscale noise (25% strength, 100% amount), another Gaussian Blur (6x), and finally lowering the layer opacity to 75% :blobcatpats:
